Full Planning Permission Proposal: Installation of 13no. rooflights and associated internal works to create additional offices & ancillary areas Applicant: Mr Mark Hall (West Kirby Residential School) Agent: Mr Michael McHugh Location: West Kirby School And College Meols Drive, West Kirby, Wirral, CH48 5DH Introduction Evolve Architects have been commissioned by West Kirby Residential School to remodel the existing roof space above the Royden area to create additional offices & ancillary areas. This will provide office space for the School which will assist with the shortage of staff office space throughout the School. West Kirby Residential School was formed in, 1881 and moved to its current location in 1899. It is a non-maintained special school that caters for children and young people who have significant and complex needs which impact directly upon their learning and general access to education and the wider community. These needs over the years have become more complex in nature requiring the school to look at and consider the development of specialist facilities and resources not previously required. Over the last 18 months the School has grown along with staff numbers. This office space if required to allow for the increase in staff numbers and to allow the school to function successfully. View Of The School Entrance Aerial View Of West Kirby Residential School Location Context & Existing Site Fabric West Kirby Residential School is located inside the Meols Drive Conservation Area. The site is located on the northwest corner of the Wirral Peninsula between the two urban centres of Hoylake and West Kirby. Both settlements grew as commuter towns during the later 19th and early 20th century, serving the commercial centres of Liverpool and Birkenhead. Located at the southern end of Meols Drive and the junction with Graham Road is the substantial West Kirby Residential School and the adjacent St Andrews Church which form part of and mark the entrance to West Kirby Centre. The Main Building of West Kirby Residential School is a fine late Victorian building built around 1899 in red brick with terracotta detailing under a pitched plain red tile roof. Over the years the building has been extended in an adhoc manner responding to the changing needs of the school. Many of those buildings are from the 1950’s and 1960’s are not of a particularly high standard. The project is located to the far north side of the site within the roof void. Amount The proposals don’t propose any extensions, simply the installation of conservation rooflights. All other works involve internal remodelling works. Layout A new staircase provides access from first floor to the second floor roof space to the north side of the building. Within the roof space there will be 2 offices along with a central breakout area including a WC. New conservation rooflights are proposed to allow for natural daylight and ventilation. No external extensions are proposed. Scale The proposals don’t propose any extensions, simply the installation of conservation rooflights. All other works involve internal remodelling works. Landscaping No landscaping works are required. Access Vehicular and pedestrian access to the site is from Meols Drive. There is one dedicated vehicular access into and out of the site. There are numerous pedestrian access points into he site along the boundary of Meols Drive.
